Government of Hungary (Ministry of Foreign Affairs and Trade), coordinated by Tempus Public Foundation · Application cycle 2027/2028
Stipendium Hungaricum is the Hungarian government's scholarship for students from partner countries, covering tuition at Hungarian universities and supporting living and accommodation costs. It is offered for bachelor's, master's, one-tier master's, doctoral, non-degree and partial (exchange) studies, mostly taught in English. Applicants apply online to Tempus Public Foundation and must also be nominated by the sending partner of their home country; Palestine and Jordan are both sending partners.
Based on the 2026/2027 call (2027/2028 amounts not yet announced): Tuition: full exemption from tuition fees. Monthly stipend for bachelor's, master's, one-tier master's and non-degree studies: HUF 43,700 (about EUR 110), 12 months a year. Monthly stipend for doctoral studies: HUF 140,000 (about EUR 355) in the first four semesters and HUF 180,000 (about EUR 460) in the second phase. Accommodation: a free dormitory place (subject to capacity) or HUF 40,000 (about EUR 100) a month towards rent. Medical insurance: health care under Hungarian law plus supplementary insurance up to HUF 65,000 (about EUR 165) a year. Travel to Hungary is not covered. The official call stresses that these provisions are only a contribution and students must add their own funds to cover all living costs. Bachelor's and master's holders must take the Hungarian as a foreign language course in the first year; the stipend is withheld for non-attendance and reduced to HUF 30,000 if the exam is failed.

Admission is part of the scholarship process: you choose up to two programmes in order of preference in the online system, and host universities evaluate nominated applicants. In 2026/2027, 30 Hungarian higher education institutions took part at bachelor's and master's level (about 900 programmes) and 23 at doctoral level (about 170 programmes); the list is in the online application system. Universities set their own entry requirements and hold entrance examinations from mid-March to the end of May; the minimum score is 56/100. Programmes, study mode and order of preference cannot be changed after the deadline. Some doctoral schools require a statement of acceptance from a supervisor.
